An MDIO management read requires the controller to stop driving the shared data line so the addressed PHY can respond. If that handoff is wrong, reads may return all ones, zeros, or unstable values even though the clock and address fields look correct. Inspect ownership at the turnaround interval before assuming the PHY is defective.
Identify the management protocol
Confirm the frame format supported by the controller and PHY, including the relevant addressing method. Do not apply a Clause 22 timing interpretation to an unrelated extended transaction without checking its definition. Record the PHY address actually latched at reset.
The TI DP83848-HT data sheet describes its management read sequence, including the turnaround interval and the zero driven by the addressed PHY before register data. Use that expected response to separate a missing responder from a later data interpretation problem.
Capture the handoff
Observe MDC and MDIO from the start of a read through the final data bit. Mark where the controller releases MDIO and where the PHY is expected to drive it. Check that any GPIO implementation actually changes direction at the required point.
A logic analyzer can show a digital level while concealing electrical contention. Inspect the analog voltage near the handoff if the behavior is suspicious, using a measurement method appropriate to the bus. Avoid assuming that an apparently valid zero proves only one device was driving.
Check pullup and addressing
Review the pullup against the selected devices’ electrical and timing requirements. Account for combined bus capacitance and any level translation. A line that rises too slowly may be sampled incorrectly even when ownership is correct.
If no PHY response appears, verify reset release, supply, reference clock requirements, and address straps. Read known identification registers at the documented address using a conservative supported MDC frequency. Scanning addresses can help diagnosis, but record the intended address rather than allowing accidental strap behavior to become the configuration.
Separate wire data from register meaning
Decode raw bits before interpreting register fields. Some status bits have special read behavior, so repeated values are not always expected to remain identical. Follow the PHY register description when confirming the result.
Save the frame capture, address, MDC rate, pin direction sequence, and register values. Repeat after a full reset to verify that the result is deterministic. A reliable management interface demonstrates both correct electrical ownership and a correctly addressed responder; a single plausible register value is not enough to establish either one.
